Formula & methodology
Formula used
Band proportion
charge = bandDCharge × (band's ninths ÷ 9)Every band is a fixed statutory proportion of Band D — 6/9 for Band A up to 18/9 for Band H (LGFA 1992 s.5(1)). That ratio is the same in every billing authority; only the Band D figure itself varies by council.
Origin: Local Government Finance Act 1992, Section 5(1).
Disabled band reduction
effectiveProportion = max(proportion − 1/9, Band A's proportion − 1/9)A property adapted for a disabled resident is billed as if it were one band lower, applied before any single-person or student adjustment. Band A properties get a further 1/9 off since there is no band below A.
Origin: Local Government Finance Act 1992, Section 13A.
Single person / student discount
A single-adult household gets 25% off (LGFA 1992 s.11). A household where every adult is a full-time student is fully exempt (Class N, Council Tax (Exempt Dwellings) Order 1992). These do not combine — the calculator applies at most one.
Step-by-step calculation
- 1. Enter your council's Band D chargeFound on your council tax bill or your billing authority's website — there is no national figure to look up.
- 2. Select your valuation bandBased on your property's value on 1 April 1991 in England and Scotland, or 1 April 2003 in Wales — not on what it is worth today.
- 3. Apply the statutory proportionThe engine multiplies your Band D charge by the fixed ninths ratio for your band.
- 4. Apply any discount or reductionDisabled band reduction is applied first if selected, then single-person discount or student exemption.
Limitations
- Means-tested Council Tax Reduction/Support is not modelled — it depends on income and savings assessed by your specific council and cannot be derived from statute alone.
- Empty-property premiums and discounts are set by each billing authority individually and are not modelled.
- Parish and town council precepts, which some areas add on top of the billing authority's charge, are included only if you enter a Band D figure that already reflects them (as most published figures do).
- Means-tested Council Tax Reduction (Council Tax Support) and locally-set empty-property or second-home premiums are NOT modelled: unlike the band proportions and the statutory discounts, those are set by each billing authority rather than by statute, so no calculator can derive them. Check your council's own scheme.
- This is an estimate. Your council issues the actual bill and is the authority on what you owe.
This page is educational. It applies published rates and thresholds to the figures you enter and shows the arithmetic behind the result. It is an estimate, not a tax determination: your actual liability depends on circumstances this calculator does not collect, and only the relevant tax authority — or an accountant who can see your full position — can confirm what you owe.
